He called the attack that reportedly killed 22 people and wounded 59 others brutal and vicious, aimed especially at young people.
Goodale added Canada stands shoulder-to-shoulder with Britain.
While Canada’s threat level remains unchanged, at medium, Britain’s level is now at critical — meaning a heavy armed forces presence at events and another attack could be imminent.
Goodale also says they are re-examining its security arrangements to make sure the nation is safe.
Manchester police arrested a 23-year-old man in connection to the incident after raiding home in the city, and identified the bomber as 22-year-old Salman Abedi.
Police are also actively looking for other accomplices to the bombing, which the Islamic State group has claimed responsibility for.
