Inquest Into Death of Dauphin Prisoner Finds Deficiencies

An inquest into the death of a man in custody at the Dauphin Correctional Centre, has concluded.
On the evening of July 14th, 2016, 26-year-old Freeman Zong of Dauphin told other inmates and staff that he was going to take a shower.
However, he was found hanging in the shower area by correctional officers a short time later, and it was determined he died by suicide.
Manitoba Corrections suicide policy calls for a direct personal observation of an inmate every 30 minutes, but on the day of Zong’s death, no one was assigned the task.
