REGINA — Several provincial employees have been terminated in connection to losses of public money at ministries and Crown corporations in the province.
The latest reports on public losses were released Monday. They cover the third quarter from Oct. 1 to Dec. 31, 2025, and there were also some updates provided with respect to the losses from previous quarters as well.
13 terminated at SaskEnergy for internal fuel theft
In the Q3 report of public losses by Crown Investments Corporation and its subsidiary Crowns, the most serious incident was of internal fuel theft by multiple employees in the construction department at SaskEnergy, in an amount to be determined.
According to their report 13 individuals saw their employment terminated by way of an indefinite suspension. The individuals had been identified as part of SaskEnergy’s initial investigation.
The incidents took place between Feb. 2024 and summer 2025, but were first reported during Q3 of 2025-26.
CIC reports this matter has been reported to police, and the company has also hired an independent investigator. SaskEnergy’s internal audit department has also been engaged and is conducting a review, and their external auditor has also been informed. A comprehensive report is targeted for completion in February 2026.
Meanwhile, SaskPower provided an update about public losses they had reported in previous quarters. They are reporting that an employee who used a procurement card to purchase fuel for trips in which they also submitted mileage expense claims has been terminated, and the incident will be reported to police.
SaskPower says it will attempt to recover the funds which is in the amount of $1114.83. This incident occurred between March 21, 2023 and July 20, 2025.
In regard to three other public losses at SaskPower that were also previously reported, they are reporting those employees either have or are paying back amounts owed for those incidents.
According to the report, one employee paid back $803.51 for taking time off work but not submitting requests through the system; one paid back $3,184.83 for using a corporate procurement card for personal purchases; and one owed $7,173.09 for using a corporate procurement card and fuel card for personal purchases with repayments of $6,588.25 having been received so far.
Employees terminated at Sask Housing, Sask Builds and Procurement
In the Q3 public losses for ministries and Treasury Board Crowns, there were reports of two separate incidences in which two employees were terminated.
Saskatchewan Housing Corporation is reporting that a Lloydminster Housing Authority manager was terminated with cause for suspected personal use of company assets and fuel purchases, and submission of inappropriate expense claims in excess of $10,000.
The losses happened between April 2023 and December 2025, and the amount is a preliminary estimate. The incident has been reported to police and is under investigation, according to the report.
The Ministry of SaskBuilds and Procurement is also reporting one of their employees was terminated after a government issued purchase card was used by the employee for non-government purchases in the amount of $575.38.
