OTTAWA — Prime Minister Mark Carney says the Alberta referendum is a “dangerous bluff” if people think it can be used as leverage to strengthen their position in future negotiations.
Carney says he saw the effects of that first-hand when he was governor of the Bank of England after the Brexit vote, and people are still trying to undo damage from that decision a decade later.
